Terms of Reference (ToR) Enhancing SIGI’s Financial and Organizational Sustainability- Phase2

Duration: Three Months (December 20, 2021- February 20, 2022)

Background Information

Since November 2020, Solidarity is Global Institute (SIGI) has been working on enhancing and increasing the financial and organizational sustainability of the organization. Between November and December 2020, an in-depth sustainability assessment was conducted on the financial, institutional and operational levels. The assessment was conducted by external consultant, and was funded by the Regional Development and Protection Program (RDPP). A sustainability assessment report was developed, and focused on the following main areas of SIGI:

•              The legal environment where SIGI operates (Jordan).

•              Organizational capacity and governance management

•              Financial viability and capacity for fundraising and developing income-generating projects.

•              Service delivery and capacity to targeting beneficiaries.

•              National and international advocacy and alliance building.

•              Public image and media coverage at national, regional and international levels

Each of the above areas was assessed comprehensively based on a participatory methodology that included review of SIGI’s internal management documents and reports, analytical qualitative research based on comprehensive filed work that was based on in-depth interviews with SIGI’s management level, and 4 Focus Group Discussions (FGDs) consisted of different stakeholders, partners, beneficiaries and staff of the organization.

The assessment came out with a number of findings and recommendations for improvements which were categorized on two main levels: 1) financial and fundraising, 2) institutional and operational. Based on the sustainability findings and recommendations, two action plans were developed in order to facilitate SIGI’s sustainability at medium and long terms. Each Action Plan has a specific timeframe, specific objectives, outputs, actions sub-activities, indicators, and a proposed budget for each specific objective.

SIGI’s management team and Board of Directors approved the sustainability assessment report and the sustainability action plans that were developed as a result of the assessment. They agreed on priorities to be implemented during the year 2021, such priorities are important at the short term and working on them will contribute to the strengthening SIGI at the long-term.    Therefore, this TOR aims to enhance SIGI’s financial and organizational sustainability with a specific focus on the following capacity areas:

•              SIGI’s Monitoring, Evaluation and Learning system

•              Assessment and modification of SIGI’s current Strategy Plan.

•              SIGI’s organizational governance and accountability

•              SIGI’s program management.

•              SIGI’s branding policy and visibility tools

•              SIGI’s fundraising strategy and annual fundraising appeals

The proposed action will be implemented over 3 months (December 20, 2021- February 20, 2022)and will be part of a longer process that will be continued over 2022 and 2023.

Objectives:

The overall objective of this proposed action is to enhance SIGI’s financial and organizational sustainability, with particular focus on SIGI’s program management and the enhancement of internal polices and regulations for good governance.

Specific objectives:

1.             To Develop SIGI’s monitoring, evaluation and learning system.

2.             To strengthen SIGI’s organizational governance and accountability.

3.             To review and update SIGI’s program management policies and regulations to enhance program management and implementation as per international standards.

4.             To develop SIGI’s branding policy and its new visibility tools.

5.             To develop SIGI’s financial policies, procedures and system to meet international standards

6.             To strengthen SIGI’s financial sustainability through the development of a comprehensive fundraising strategy and annual fundraising appeals.
