Terms of Reference for Consultancy Mission Solidarity Is Global Institute- Jordan

Established in 1998, Solidarity Is Global Institute-Jordan (SIGI-JO) is an independent woman’s, non-profit and developmental organization that seeks a society in which women fully enjoy human rights and participate in the decision-making process, on the basis of equality and non-discrimination.

In view of the Protection and Economic Development for Syrian refugees and Jordanian women (SANABEL) project, which will run until 31 December 2021 with the support of the European Regional Development and Protection Programme for Lebanon, Jordan and Iraq (RDPP II).

SIGI is planning to do an in-depth sustainability assessment to identify areas of improvement to enhance their operational and financial sustainability that is aligned with the strategic approach and vision of the organization.

Therefore, SIGI is looking for a consultant capable of conducting the sustainability assessment, which that will be focused on the financial, institutional and operational aspects of the organisation and will result in recommendations and action plan that will be implemented over the coming 3-5 years.

The assessment process should include the next 3 phases:

Preparation phase:

At this phase the consultant is expected to conduct the planning assessment and revision-adaptation of the SIGI-Jo sustainability framework and methodology.

The main tasks in this phase will be:

To do that it is strongly recommended to establish and engage an advisory group composed of 3-6 members from SIGI’s different level members, such as (General Assembly, Administrative Board, Advisory Board,… etc) and bringing a combination of expertise in the issue of SIGI sustainability areas.

Deliverable of this phase:

A detailed outline on the assessment framework as well as assessment methodology.

Assessment conduction phase: this phase will include:

Data collection process, in order to develop indicators for each sustainability area.

Conduction of a comprehensive assessment, by collecting of quantitative and qualitative data through a desk review.

Conduction of collecting quantitative and qualitative information through interviews with selected key informants and focus group discussions.

The focus of all of these steps should be around the next three issue areas of sustainability: Financial, Institutional and Operational areas.

Once the assessment has been conducted, the consultant is expected to compile the data and draft the report. Conducting data verification will be required with the support of the Advisory Group.

The report should include contextual sections, findings and conclusions for each of the issue areas as well as general conclusions and recommendations to government institutions, practitioners, civil society, technical partners and donors.

Deliverable/s of this phase:

An analytical report on the results of the assessment of the SIGI sustainability in accordance with agreed outline (SUBMITTED ON THE PREPERATION PHASE).

The report should include the annexes which will include information on the detailed methodology, the list of respondents and an overview of measurement scoring of sustainability.

Other annexes could be included as well if relevant.

Proposing a clear and comprehensive draft for SIGI sustainability action plan:

In this phase, and by the collaboration with the monitoring and evaluation officer, the consultant is expected to propose a draft of an applicable and logical sustainability action plan for each area, (it’s optional to submit one comprehensive action plan covers the three targeted areas- financial, institutional and operational area or the option to submit three different action plans one for each area).

The proposed strategic sustainability action plan/s should be linked to an appropriate time frame.

Deliverable/s of this phase:

Drafted document of the proposed strategic sustainability action plan/s.

Additionally, feedback and recommendations on the improvement of the SIGI sustainability framework, methodology and tools should be provided in a separate document.

Notes:

All of the above phases will be conducted in collaboration with SIGI monitoring and evaluation officer and under the supervision of SIGI’s CEO.

The languages of the resulted documents should be Arabic and English.

The expected date to start this mission is Nov 1st

Mission duration:

(The expected duration for the three phases of assessment is 45 working days (8 hours per day).

The Preparation phase should be completed within 10 working days. The report outline, instruments for structuring information and interview guide should be agreed with the SIGI‘s CEO in case they are changed\adjusted. List of the advisory group members should be agreed with SIGI’s CEO as well by that date.

The Assessment conduction should be completed within 20 working days

The report of the assessment results should be provided to SIGI administrative board and CEO for the review and feedback after 5 working days of completing the assessment conduction phase.

The feedback and recommendations of the proposed strategic sustainability action plan/s framework, methodology and tools should be submitted within 5 working days after the submission of assessment results report.

The consultant has 5 working days to submit the final draft of the proposed strategic sustainability action plan/s.

Requirements to the consultant:

Official degree or higher in consultancy, development, strategic planning or any relevant field.

Minimum 5 years of experience of conducting consultancy missions.

Experience in collecting data, writing such kind of analytical reports and preparing the recommendations

High level of knowledge of Non-Governmental Organizations work, (programs, projects as well as Fundraising issues).

Professional contacts with SIGI experts, partners, field coordinators, etc , capability to target key persons for this mission.

Proficiency in English (preferably).
